   Accomplished symphonies, triumphant sports
   teams, thriving ecosystems – all of these are
   successful because of concerted action, which can
   be thought of as that which allows individuals to act
   with autonomy as they contribute to the overall
   endeavor of the group. Dee Hock describes this
   type of action as action that allows the overall
   performance of a group to transcend the individual
   efforts and to create something magical. We agree.

   Public leaders can support concerted action in
   many ways. Most importantly, they can make sure
   that shared purpose, common principles and a
   mutual understanding of reality guide the group.
   Then they can let action take care of itself. Public leaders also can serve as “traffic directors,” simply making sure that people in the group are not running into one another. These strategies are in contrast to others, such as micromanaging and coordinating activities, which are increasingly difficult and limiting in our fast changing world.
